This error indicate that the web service API hasn't been configured correctly. Check the property: 
--webServiceUrl in the etc\tigase.init (etc\init.properties on windows) file, 
This should be something like: http://localhost:8080/service/VisionProject-v2/VisionProjectWebServiceService  or  http://visionflow.yourserver.com/service/VisionProject-v2/VisionProjectWebServiceService or something similar
