This checkbox controls if users triggering notifications also should get the notification mail themselves

 

Normally notifications works like this: Someone performs an action (initiates an event) that should generate a notification to other users, and then notification mails are sent to the recipients. 

 

A Notification is normally never sent to the user that "initiated" the Notification, UNLESS the checkbox 'Send notification to the initiator of the event' is checked in the Notifications subpage of project settings.

 

So, if the checkbox is checked, you might get notifications whenever you change an issue (depending on what actions are set to trigger notifications). This would be irritating to many users, which is why this option is unchecked by default.
