By activating "Log deleted issues" it's possible to keep track of when and by whom the issue was deleted.

An issue that has been deleted can not be restored to the system. But by activating logging one can see TicketID, Issue key, Title, Deleted by "User" and Date deleted in the Recent activity portlet.
